It's pretty straight-forward and so without insulting anyone's intelligence, the main technical part really is drilling four holes (using a drill or if you want the hole wider, a spade bit) - which can be tricky. Earl suggests using a drill; start with a smaller bit and then use a larger one next to make the hole larger, and then another larger one, etc. But if you aren't familiar with using such a tool (like me), you can get (at some hardware stores) pre-drilled boards (for swings)! Then pull four strands of knotted rope through each hole. Gather at the top (knot again) and hang from hooks. I also hunted down a how-to and found Maria of Folksy Home has a tutorial for a similar hanging shelf like this on her blog here.
